files come in to incoming - are unpacked when they have finished being written and moved to archive 

base and ref directories get the data from base station and ref station output

gps gets all the dgps files

specials contains an archive of special files timestamped the day *after* they ran

filelog contains the system to report whether or not files md5'd ok
